Why do I need optimised pages?

Put simply, so that people will find your web site when they do a search on the web.
The bigger picture answer is, so that search engine robots (or crawlers) will find your web site and display your web site as close to the top of the results page as possible.

Surely all website designers provide optimised pages?

Sad to say, this is the most common failing of most website designers and developers when it comes to small businesses. Many designers create very impressive work using graphics programs. There is definitely a place for this kind of work, but arguably it is not at the expense of having your page load quickly.
Graphics in the most basic form (eg. photographs) load considerably slower than raw text.
More elaborate forms of graphics (eg. "Flash" animations) often require the user to download a special piece of software (a 'plugin') in order to be viewed. Many people don't want to download this software or do not have the time, especially if they are on dial-up connections.
